The two parties must cooperate on a variety of matters that require joint action, including appointing judges and court officials.

He said the situation had reached the point where some judges were afraid to answer phone calls from unknown numbers out of fear of threats and harassment.

The ruling was issued after the Minister of Justice refused to convene the committee for about a year and a half due to the lack of a broad consensus regarding the selection of candidates. 

With elections approaching, the window for ordinary appointments is closing quickly.
