The agreement was signed by Rosatom chief Alexei Likhachev and Iran's top nuclear official, Mohammad Eslami, at a meeting in Moscow. Rosatom described it as a "strategic project."

Eslami is also Iran's vice president. RIA did not say whom he would meet in Moscow.

China and Russia stood by Iran in March after the US demanded nuclear talks with Tehran, with senior Chinese and Russian diplomats saying dialogue should only resume based on "mutual respect."
