The Senate voted 50-48 in favor of the concurrent resolution, which passed the House of Representatives earlier this month, reflecting growing concern about the unpopular conflict.

"Israel-UAE relations have reached a new peak," Israel's Ambassador to the United Arab Emirates, Yossi Shelley, told The Jerusalem Post in an exclusive interview.

The United States has not confirmed the number of mines laid by Iran, though a Whitehouse official confirmed to CNBC earlier this month that more than 40 minelaying vessels had been destroyed.

According to two sources familiar with the discussion, ministers were told that Iran's economy had deteriorated sharply under the US-led naval blockade of the Strait of Hormuz.

The new fund is a private investment vehicle, not a reconstruction or reparations program and will not include any government money or grants, the source said.

The reported framework does not yet clearly settle what restrictions Iran would accept on uranium enrichment, what happens to its uranium stockpile, or how sanctions relief would be sequenced.

According to a Qatari report, the talk of an approaching agreement between Washington and Tehran was accompanied by a media campaign against Qatar.
